A year has 52 weeks plus a day or two. Using 52 keeps the conversion simple and consistent, and unpaid leave is not deducted.
Does it account for holidays or unpaid leave?
No. It assumes you are paid for every week, so adjust the days per week if your actual paid days are fewer.
